Can I copy a hotspot to another room?

No. A hotspot belongs to the room it was made in, and Panoramr never copies it to the other rooms of a tour, so make it again in each room that needs it.
What you can share: when the same panorama is in more than one tour, a hotspot with Share with other Tours switched on shows in every tour that uses that panorama (Share hotspots between tours). The look of all your hotspots (colours, icons, size) is set once for the whole tour on the Design tab, so a hotspot you make again looks the same.
